A. Border Problems

Development of border regions is essentially an integral part of national development. The border region has a strategic value in supporting the success of national development, it is shown by the characteristics of activity include:
a. Any impact to state sovereignty.
b. A driving factor for the improvement of social welfare economics surrounding community.
c. Having a relationship of mutual influence with the activities carried out in other areas bordering the regions and between countries.
d. Have an impact on defense and security conditions, both regional and national scale. Resilience border areas need attention very seriously because these conditions will support the national defense within the framework of Homeland.

Border current conditions are:

1. Economic Aspects.

Border region is a region lagging (backward) due to, among other things:
1) The location is relatively isolated (isolated) with a low level of accessibility.
2) Low levels of education and public health.
3) The low level of socio-economic welfare frontier society (the number of poor and underdeveloped villages).
4) Scarcity of information about government and community development in the border area (blank spots).

2. Social and Cultural Aspects.

3. Aspects of Defence and Security.

B. Education

If ateacher is not prosperous and poor educational facilities, then the next generation will face the challenge of lost generation. Thankful the government has budgeted 20 percent of state budget funds for education sector.But with the various problems with the welfare of teachers and the inequality of education, there are problems in budget allocation and distribution of the budget to the regions?

All of the success of education reform agenda, is ultimately determined by the elements that are in the forefront, namely teachers. Without teachers who can serve as its flagship, something impossible curricular events following the educational system can achieve the results as expected. Then the main prerequisites that must be met for the continuity of teaching and learning process that ensures the optimization of the ‘learning’ is curricular is the availability of teachers with qualifications and competence are able to meet the demands of his job. But the reality on the ground conditions are still many teachers still lack the level of welfare. According to the research results, ideally average earnings of teachers in Indonesia is Rp 3 million per person. But what happens now is Rp 1.5 million for civil servant teachers, Rp 450 thousand for teacher aides, and Rp 10 thousand per hour for teachers. This amount is still very far from the benchmark welfare of teachers. Therefore, injustice is accepted by the teachers should get serious attention of government. About the injustice experienced by teachers in the area, it is associated with two things: First, the issue of regional autonomy. With the enactment of regional autonomy the Education Department in each county / city has the autonomy to determine programs they make, as well as with the budget set. Budget 20 percent of the national budget for education sector should be able to bring prosperity for educators, and provide good facilities for students. C. Horizontal Conflict Related Religion Issues

On the other hand, the government needs to redesign the curriculum of religious education based on a more multicultural touches on concrete issues, such as the exclusivism, intolerance, apathy, and racial discrimination, so that the phenomenon of suppression of the name of religion can be eliminated.Furthermore, governments need to be proactive, especially in the area to discuss and address issues that arise related to harmonious life between religion.then, Indonesian government must act more decisively against groups that teach Islamic radicalism and often commit acts of violence in the name of religion. If necessary, the government prohibits the existence of groups that are anti against Pancasila and Unity in Diversity.In the aspect of law enforcement, the police must take firm action against perpetrators of the destruction of houses of worship that occurred in various regions in Indonesia. During this time the police seemed to let the destruction of houses of worship.Overall, the State must establish the authority and show empowerment in the face and deal with the actions undertaken intolerant groups. Nullifying the actions undertaken radicalization triggered public and horizontal conflicts. Actions of intolerant groups are the starting point or seed acts more radical. Kapolri: Kapok, Polri Tidak Akan Terima Dana Imbalan dari Swasta Lagi

Polri mengakui adanya penerimaan dana keamanan dari PT Freeport Indonesia sebesar 14 juta dolar AS pada 2010. Banyaknya kritikan dari berbagai kalangan, membuat Polri bertekad untuk tidak akan menerima dana anggaran dari instansi swasta lagi.

“Saya kira itu yang terbaik. Kalau pun toh nanti misalnya masih seperti ini, akuntabilitasnya bisa dipertanggungjawabkan,” kata Kepala Kapolri, Jenderal Polisi Timur Pradopo yang ditemui usai Shalat Jumat di Masjid Mabes Polri, Jakarta, Jumat (4/11).

Timur menambahkan adanya dana imbalan dari Freeport ini akan menjadi bahan evaluasi bagi Polri. Bagi pihak lain seperti Badan Pemeriksa Keuangan (BPK) dan Komisi Pemberantasan Korupsi (KPK), lanjutnya, Polri siap jika akan dilakukan audit. Pasalnya hal itu masuk dalam audit eksternal Polri, selain audit internal yang dilakukan pihak Polri sendiri.

Mengenai kebutuhan anggaran untuk dana operasional, ia mengakui Polri membutuhkan dana yang cukup besar. Namun ia mengatakan akan mengupayakan untuk menganggarkan kembali dana oeprasional untuk kebutuhan petugas polisi di lapangan, terutama di medan yang sulit seperti Papua.

Terima Dana Freeport, Polri Siap Salah

Kapolri Jenderal Timur Pradopo telah mengakui menerima dana pengamanan dari PT Freeport Indonesia, di Mimika, Papua.

Penerimaan dana yang diakui Freeport telah berlangsung sejak lama dan transparan, menjadi polemik, karena Polri dinilai melanggar UU No 2 tahun 2002 tentang Polri, yang menjelaskan sumber dana Polri hanya bersumber dari anggaran negara.

Kepala Divisi Hubungan Masyarakat Polri Inspektur Jenderal Saud Usman Nasution mengatakan, Polri siap mempertanggungjawabkan anggaran pengamanan Freeport yang diterima anggotanya.

“Yang jelas Polri siap diaudit, kita transparan, kalau ada salah kita siap tanggung jawab. Kita juga siap mengevaluasi kembali pola pengamanan kita supaya lebih baik ke depan,” kata Saud di Markas Besar Polri, Jakarta, Rabu (2/11/2011).

PT Freeport mengakui telah memberikan dana senilai US$14 juta kepada Polri, sebagai anggaran pengamanan area pertambangan emas perusahaan asal Amerika Serikat ini, di Mimika, Papua.

Dalam situs resminya, Freeport memaparkan anggaran yang diberikan kepada Polri sebagai dukungan tambahan terdiri dari berbagai macam infrastruktur dan biaya lainnya, seperti makanan, perumahan, bahan bakar, perjalanan, perbaikan kendaraan, tunjangan anggota untuk menutupi biaya insidentil dan administrasi, dan program komunitas bantuan.

Ini Alasan Polri Terima Uang dari Freeport

PT Freeport Indonesia memberikan dana kepada Polri pada 2010 sebesar 14 juta dolar AS. Menurut Polri, dana tersebut ikut mendukung keberhasilan penanganan pengamanan di Papua. Sehingga sangat wajar diberikan dari Freeport ke Polri.

“Jadi uang saku atau insentif itu adalah uang yang diberikan untuk mendukung keberhasilan pelaksanaan tugas dengan kondisi di Papua,” kata Kepala Bagian Penerangan Umum Divisi Humas Polri, Kombes Boy Rafli Amar yang ditemui di Mabes Polri, Jakarta, Kamis (3/11).

Boy menambahkan dana yang diberikan kepada anggota dari Freeport sebagai tambahan untuk mengatasi kebutuhan anggota yang tidak pulang karena kan rotasinya empat bulan sekali. Kemudian juga tidak ketemu keluarga, tambahnya, tentu wajar harus dibekali dengan insentif yang diperlukan untuk keperluan di luar yang sudah ada di situ.

“Coba kalau Rp 1,25 juta dibagi 30 hari saja, berarti Rp 40 ribuan satu hari. Uang saku untuk warung saja belum tentu ada di sana. Dia mau ke warung saja, mesti turun, yang dia tugas di kawasan sana dekat Gresberg itu harus turun ke bawah 2,5 jam untuk bisa membelanjakan uangnya itu,” tambahnya.

“Angka yang sedemikan besar, 14 juta dolar AS itu info yang kita terima adalah sementara ini untuk kebutuhan-kebutuan yang sifatnya adalah sarana dan prasarana yang menjadi anggaran Freeport untuk mendukung pelaksanaan tugas-tugas keamanan, yang tidak diterima dalam bentuk uang, tapi fasilitas barang itu,” kata dia, menambahkan.

Polri : Siapa Terima Uang Freeport US$14 Juta?

VIVAnews — Di tengah rentetan aksi kekerasan, dan gangguan keamanan di Papua, muncul isu yang menuding polisi menerima uang pengamanan dari PT Freeport Indonesia. Jumlahnya tak tanggung-tanggung, sampai US$14 juta dolar.

Polisi mengaku sedang mengusut tudingan itu. “Kasus ini kami lakukan klarifikasi terlebih dahulu dari Freeport, Polda Papua, dan petugas di lapangan,” kata Kepala Divisi Humas Polri, Irjen Pol Saud Usman Nasution.

Dia menambahkan, masalah uang miliaran itu, Polri tidak tahu siapa yang menerima. “Katanya pemerintah, pemerintah mana? Kami belum tahu makanya diselidiki. Kami klarifikasi dulu, kami siap diaudit, Kami mau transparan,” kata dia.

Soal indikasi gratifikasi, Saud minta para jurnalis menanyakan langsung ke Komisi Pemberantasan Korupsi (KPK). Demikian juga dengan ungkapan dari Kompolnas yang minta Polri jujur soal uang itu.

“Kami kan sudah jujur, sudah transparan, kami siap diaudit,” kata dia. “Kami ingin lihat datanya dulu. Dari Freeport. Kami akan klarifikasi dulu, kita lihat data-datanya dulu. Untuk apa, kapan, kami masih menunggu laporan dari mereka. Setelah klarifikasi kami akan lihat penyimpangan-penyimpangan.”

Saud menambahkan, Polri membentuk tim khusus untuk menelusuri informasi itu. “Kalau secara umum, dibayar, itu akan dilaporkan ke Kementerian Keuangan.”

Bagaimana dengan informasi soal itu di situs Freeport? “Kalau di situs itu, nggak bisa dipertanggungjawabkan. Kita harus jelas surat resminya.”

Sebelumnya diberitakan politisi Partai Kebangkitan Bangsa (PKB) Lily Wahid mengaku mendapat informasi adanya dana yang mengalir dari PT Freeport ke aparat keamanan, Polri dan TNI. Dana itu, menurut Lily, digunakan untuk menjaga aset-aset PT Freeport karena kondisi Papua sedang memanas. Indikasi nyata dari dugaan itu, masih kata Lily, adalah penambahan pasukan Polri ke Papua.

Dikonfirmasi, pihak Freeport mengaku informasi soal itu sudah transparan disebut dalam situs Freeport. Sementara Kapolda Papua membantah ada dana sebesar itu mengalir dari Freeport.
